The ESMF of the Employment project of PLACED was Approved in Principles.

The stakeholders of the Employment project of Placing Labour Abroad and Employment Domestically (PLACED) in its second consultative summit approved the Environmental and Social Management Framework (ESMF).

Afghanistan has faced several Social, economic and Security challenge but poverty and unemployment is the most effective for the acceleration of all these challenges said His Excellency Anwar Sadat Acting Minister of Labour and Social Affairs In the inauguration speech at the beginning of this summit.

The employment project of PLACED will decrease the pressure of youth bulge in Labour Market Mr. Sadat Further Added.

PLACED project is the first Experience of the World Bank, after the final improvement, this project will be funded by this Global financial institution by the worth of $50 Million, After the Successful experience will be implemented by WB in Several other countries Mr. Sadat Revealed.

Muhammad Haroon Shirzai staff member of PLACED Project delivered a coherent presentation that revealed the main Purposes of this project as below.

Protection of Human Health and safety, prevent compensate and loss of livelihood, enhance positive environmental and social outcomes and ensure compliance with World Bank safeguard policies and Afghanistan Environmental laws and regulations.

Ministry of labor and Social Affairs has overall responsibility within the project for both international labor migration and domestic labor market intimidation. Molsa leads and has overall responsibility for the implementation of PLACED project; the role of WB is the foundation of the project and Capacity Building of Staff members of Molsa and Afghan Consulate in Dubai with this project to be implemented, Shirzai Said.

For better complementation, monitoring and evaluation of quality, safety, and support of the project we have leading committee and third-party organization who overseeing all the activities shirzai added.

To questions and opinions of all the participants Mr. Sayed Hamidullah Sadat Acting Director of the Project delivered coherent and comprehensive answers descriptions about the project.

The environmental and Social Management procedure was prepared, reviewed and completed after addressing key identified negative impacts and tools for implementing migration measures with all stakeholders. The framework will include: addressing the key identified impacts, stakeholders consultations, description of necessary grievance redress mechanisms, project-level monitoring arrangements with clear roles and responsibilities, contractual obligation to protect workers, capacity building of  the Molsa Staff members and Afghan Consulate in UAE with reference to project management and safeguard managements and beneficiaries satisfaction surveys, shirzai revealed.

In addition to the purposes of the project, document procedure and the role of implementing, funding, monitoring and evaluations institutions, their several dialogues and negotiations about the main environmental and social impacts of the proposed project investment, mitigation plans, citizen engagement, grievance redress, capacity building and training, monitoring and public consultation and disclosure.

It is mentionable the by the finalization of ESMF the ground will be paved for labor migration to UAE.
